2026-2027 VP Administration Candidate: Gilbert Portillo, PE, CFM

Gilbert Portillo, P.E., CFM, is a Managing Engineer with Houston Public Works, bringing more than a decade of experience in civil engineering. In his current role, he oversees multiple sections within the Office of the City Engineer, including water and wastewater infrastructure, facilities, telecommunications, plan review administration, and right-of-way permitting. He also specializes in storm drainage design and water infrastructure planning.
Gilbert is a licensed Professional Engineer in the State of Texas and a Certified Floodplain Manager (CFM). He earned his Bachelor of Science in Civil Engineering from The University of Texas at Austin. He has been actively involved in the ASCE Houston Branch Board since 2023, currently serving as Treasurer. He also serves as Scholarship Committee Chair, Co-Chair of the Service, Activities, and Goals Evaluation (SAGE) Committee, International Women in Engineering Day (INWED) A/V Subcommittee Lead, and a volunteer for the Young Members Fundraiser Volleyball Tournament. His previous leadership and volunteer roles include Technical Vice President, Education Vice President, Student Chapters Chair, Mentorship Committee member, mentor, and Practitioner Advisor. Gilbert also contributes to the ASCE Frontier Student Symposium as a judge and volunteer and has served as the Lead Judge for the Sustainable Solutions competition since 2025. In addition, he is a member of the American Public Works Association (APWA).
Outside of his professional work, Gilbert enjoys traveling, volunteering, and collecting vinyl records.
