Gilbert Portillo, P.E., CFM

Gilbert Portillo, P.E., CFM, is a Managing Engineer at Houston Public Works with over a decade of experience in civil engineering. In his current role, he oversees several key sections within the Office of the City Engineer, including water and wastewater infrastructure, facilities, telecommunications, overall plan review administration, and right-of-way permitting. He also specializes in storm drainage design and water infrastructure planning.

Gilbert is a licensed Professional Engineer in the State of Texas and a Certified Floodplain Manager (CFM). He earned a Bachelor of Science in Civil Engineering from The University of Texas at Austin.

Gilbert has served on the ASCE Houston Branch Board since 2023, currently holding the position of Technical Vice President. He has also served on the Mentorship Committee and as a Mentor. His past roles include Education Vice President, Student Chapters Chair, and Practitioner Advisor. Gilbert has contributed as a judge and volunteer for the ASCE Region 6 Student Symposium competitions. Additionally, he is a member of the American Public Works Association (APWA).

Outside of work, Gilbert enjoys traveling, volunteering, and collecting vinyl records.
