 Floodplain Permitting in the City of Houston

Jamila C. Johnson, P.E., C.F.M.

Jamila Johnson is a Managing Engineer at the City of Houston.  Her responsibilities include managing the Floodplain Management Office, acting as the City of Houston Community Rating System Coordinator and assisting the Floodplain Administrator of the City of Houston.  The City of Houston Floodplain Office is responsible for permitting and inspecting all construction activity in the City’s floodplain, maintaining records pertaining to the City’s floodplain, enforcing the City’s floodplain ordinance, providing floodplain information to the citizens of Houston and coordinating with FEMA, Texas Water Development Board and Harris County Flood Control District.  Jamila has been in her current position since 2009.  Prior to joining the City of Houston, Jamila spent 15 years as a consulting engineer specializing in the development of Commercial Real Estate in the Houston, Austin, Dallas, San Antonio and Tennessee.  Jamila’s notable projects include Pearland Town Center, a 150-acre lifestyle center, and Gables West Ave., a mixed use development.

Jamila was born and raised in Detroit, Michigan.  She obtained her Bachelor of Science in Civil Engineering from Washington University in St. Louis.  Jamila obtained her Master of Civil Engineering degree from the University of Houston.  Jamila is a registered Professional Engineer in the State of Texas.  She is also a Certified Floodplain Manager.
