Public Infrastructure Maintenance - Needs, Goal & Long Term Program Development

ASCE performs a comprehensive assessment of the nation’s major infrastructure categories in ASCE’s Report Card for America’s Infrastructure once every four years. Using a simple A to F school report card format, the Report Card provides a comprehensive assessment of current infrastructure conditions and needs. Based on the last 2013 report card, the average infrastructure condition of US infrastructures are ‘D.’ Estimated investment needed to rehabilitate is $3.6 Trillion. Since 1998, the grades have been near failing, averaging only Ds, due to delayed maintenance and underinvestment across most categories.
Local government is responsible for maintaining a significant portion of these infrastructures and faces tough challenges of competing needs. Most Cities/Counties have million dollars of deferred maintenance needs. In order to meet community’s infrastructure needs in a coordinated, cost-effective manner, focusing on the ability to resolve current deficiencies and maintaining the condition of existing facilities and infrastructure, many organizations adopted an asset management approach for infrastructure maintenance. An asset management plan focuses on assets’ life cycles, specifically strategic points for maintenance, rehabilitation and replacement. This presentation will focus on maintenance program development based on comprehensive asset management approach for street, drainage and transportation infrastructures for local government entity.
K M (Milton) Rahman is a licensed professional engineer in Texas and a PMI certified Project Management Professional (PMP). Milton was appointed Director of Public Works for the City of Stafford in July 2016. He is responsible to lead and oversee the City's Engineering & Capital Projects, Streets & Drainage Maintenance, Parks & Grounds maintenance, Building Maintenance and Vehicle Maintenance divisions. Stafford Public Works department has an operating budget of over $5 million and is responsible for providing effective services to the Citizens of Stafford by improving the City's public infrastructure.
Prior to joining City of Stafford, Milton served over nine years with City of San Antonio in different positions. At his most recent position, as the head of 'Infrastructure Asset and Program Management' division; he managed the development and execution of San Antonio's 5-yr Infrastructure Maintenance Program (IMP) for FY 2016-2020, 2015-2019, and FY 2014-2018. Milton is also a Certified Floodplain Manager (CFM) and previously served as the designated Floodplain Administrator of City of San Antonio. Milton managed several high profile drainage projects for the City of San Antonio Stormwater Engineering team, Milton also worked as a 'Lecturer' at University of Texas San Antonio where he taught Water Resources Engineering.
Milton’s experience is complemented with a Ph.D. in Environmental Science and Engineering, a Masters in Civil Engineering from University of Texas San Antonio, and a Bachelor of Science in Water Resources Engineering.
