Developing the Plans and Priorities for Collection System Improvements, a Story of I&I

Mike Halde, P.E.

Rebekkah Nelson, P.E.

Imagine a town with almost no available plans or maps of their sanitary sewer and collection systems that has a known history of high flows during rain events.  After a major flood, funding is available to make improvements, but where to start? This presentation will go over the data collection and assessments completed in order to develop a living map of the City’s collection system using GIS.  Field investigations identified and assessed over 660 manholes, 348,000 linear feet of collection pipes, and 28 lift stations.  The GIS database included assigned National Association of Sewer Service Companies (NASSCO) ratings for each manhole, with size and material of collection pipes. Lift stations were assessed based on capacity and compliance to state requirements. Hydraulic modeling of the system determined expected capacities of the system to handle current and future needs.  A phased recommendation was made for improvements addressing capacities, operability, maintainability, and safety issues.  The recommendations were based on a ranking matrix in order to stretch limited improvement dollars.
