Chapter 10 Changes to the City of Houston Infrastructure Design Manual   

Richard Smith, P.E., PTOE, City of Houston Managing Engineer (ROW, Traffic)

Graduated from the University of Nebraska with a Bachelor’s (1994) and Master’s (1997) in Civil Engineering.

He spent 9 years in engineering consulting in the Houston area before joining the City of Houston Public Works and Engineering almost 10 years ago.

He has spent the last 7 years working in the Office of the City Engineer; Engineering Services – Right-of-way; where he supervises staff providing: private development plan review for traffic and geometric design Right of Way improvements, encroachments into the City’s ROW, pipeline and monitoring well permitting in the ROW, variances to City Standards, Traffic Impact Studies review, Driveway permitting, and addressing public alley and sidewalk issues.
