TECHNICAL SPEAKERS:

Jeff Benjamin, President, Houston Chapter DBIA

Jeff Benjamin is President, Houston Chapter, DBIA.  He has a BE and ME in civil Engineering.  He has 25 years of experience and currently serves as Assistant Vice President, Facilities Services at the University of Houston.

Paul Walker, Senior Vice President, Carollo Engineers

Paul is a Senior Vice President with Carollo Engineers. He has a BS & ME in civil engineering and an MS in limnology. He has 25 years of experience and currently serves as project advisor to City of Houston on the NEWPP Project.

Rajinder Singh 

Rajinder Singh has a Bachelor of Science degree in Mechanical Engineering. He is a licensed professional engineer and is certified as an Associate DBIA. Raj has over 30 years of diversified experience in water and petrochemical facilities. He has worked with the City of Houston in a progressive project management capacity for the last 22 years. He is currently the Project Management Lead for Houston’s $2 billion plant expansion at the Northeast Water Purification Plant.

TOPIC: 2020 Hindsight: A Challenging year yields valuable lessons while delivering Houston's $1.765B, 320 MGD WTP Expansion

This session will touch on the Design-Build delivery method, with a short discussion of Design-Build best practices and the resources available to practitioners from DBIA. Discussion will then center on direct project utilization from one of the world’s largest progressive design-build projects.  Houston is mid-way through the progressive design-build delivery of a $1.765B expansion to the Northeast Water Purification Plant. In 2020, the project team faced not only the COVID pandemic, but had to overcome challenges inherent in the design and construction of a mega project using a delivery method that is new to the City. Many lessons have been learned while solving commercial issues, legal concerns, technical & construction challenges, as well as collaborating amongst the various teams working on the project. This presentation will share these lessons along with ideas on how to prepare for similar issues on other projects.
