Mr. Anthony Foxx, Former US Secretary of Transportation, Bio

Topic: Lessons Learned Regarding How Past Transportation Infrastructure Policies Helped Create Racial Inequality in the United States

Most practicing civil engineers today may not realize how the history of transportation infrastructure in the United States contributed to segregation and inequality.  From the Fugitive Slave Act of 1850, which restricted mobility; to U.S. Supreme Court decisions compelling segregation in rail coaches; to the use of chain gangs to build roads; to the planning and construction of the U.S. Interstate system which displaced and destroyed black communities and augmented the unconstitutional housing laws and policies which financed the construction and purchase of suburban housing by white families and prohibited their purchase by black families.

Mr. Foxx will provide a thought-provoking overview of the history of these transportation policies and their adverse impacts in the Unitied States. Mr. Foxx will note how to avoid future adverse impacts with the implementation of better planning and decision-making.
