In recent years, Harris County experienced four major floods that have resulted in extensive loss of property, billions of dollars in damages, and loss of life.  During these events, HCFCD has leveraged its extensive gauge network to conduct flood warning operations and provide information on current watershed conditions to emergency managers, government officials, and members of the media that is critical to the protection of county residents.  Although extremely valuable, HCFCD’s ability to provide an accurate assessment of future flooding and provide early flood warnings using its gauge network alone has depended heavily on experience and ability respond to rapidly changing conditions in the field.

To address the ever growing need to know the coming flood threat, HCFCD is expanding its capabilities by developing a Flood Forecast Program focused on producing forecasts of the magnitude, timing, and extent of flooding for the 22 watersheds located in Harris County.  This presentation seeks to highlight technical aspects of the forecast system’s development and implementation of the program.

Mr. Terry is a Flood Forecaster at the Harris County Flood Control District in Houston. In his role, Justin is responsible for the development, operation, and maintenance of HCFCD’s Flood Forecast System.

A Florida native, Justin graduated from the University of South Florida in Tampa, Florida, in 2015 with a Master’s degree in Civil Engineering - Water Resources.  As a researcher, he studied the effects phosphate mining on surface-groundwater interaction in West-Central Florida.  Prior to joining HCFCD, Justin worked as a consultant where he gained a wide range of H&H experience on projects in public and private sectors.
