EWRI HCFCD Tunneling Presentation: Digging Deep for Flood Relief in Harris County

This presentation will discuss ongoing efforts of the Harris County Flood Control District to determine the feasibility and effectiveness of large diameter inverted siphon stormwater tunnels for flood mitigation in Harris County. Prior to Hurricane Harvey tunnels were not considered a feasible alternative for flood mitigation, but HCFCD completed a study in 2019 that determined large diameter tunnels could be built with current construction methods based on the soil and groundwater conditions in Harris County and these tunnel could convey a significant flow rate entirely by gravity.

This presentation will review the results of the Phase 1 study with particular focus on project hydraulics including hydraulic conveyance capacity. Conceptual thoughts on system operation, inlet and outlet structures, sedimentation and operation and maintenance will be reviewed. Similar inverted siphon stormwater tunnels built elsewhere in Texas will be reviewed for lessons learned that can be applied to the Harris County concept.  Current project status and future plans will also be discussed.

Mr. Elmer joined Harris County Flood Control District in 2018 as Engineering Division Manager and was promoted to Assistant Director of Operations in 2019. As Assistant Director of Operations, Mr. Elmer helps to guide the activities of the Engineering, Construction, Planning and Infrastructure divisions of the Flood Control District. Mr. Elmer also serves as the Flood Control District lead for alternative project delivery and improvements to operational processes. Before joining the Flood Control District, Mr. Elmer served as the Assistant City Manager for the City of Missouri City from 2011-2018 where he oversaw public and private infrastructure, land development, utility operations and Parks and Recreation.

Brian Gettinger, P.E.

Freese and Nichols, Inc.

Mr. Gettinger is the Tunneling Services Leader for Freese and Nichols, Inc. He has a wide variety of experience in design, cost estimating, inspection and construction management of tunnels and grouting of shafts and reservoirs for water and wastewater projects. His tunneling experience includes hard and soft rock tunnels excavated by conventional TBM, EPBM and drill and blast methods with tunnel liners, including cast-in-place concrete, precast gasketed concrete segments and fiberglass pressure pipe. Brian has been a strong advocate for utilizing large diameter inverted siphon tunnels for flood mitigation in Houston following Hurricane Harvey.

Mr. John Rutledge, P.E. is a Vice-President and Lead Technical Professional for the Water Resources Design Practice at Freese and Nichols, Inc. in Fort Worth, Texas. Offering more than 35 years of experience in the design of dams and hydraulic structures. He has been primarily responsible for the design of more than $350 million of dams, spillways, and hydraulic structures. Mr. Rutledge is a registered professional engineer in thirteen states and has a bachelor’s degree from Duke University and a master’s degree from the University of Texas at Austin.
