EWRI: Overview of the Northeast Water Purification Plant Expansion

The $1.4 billion Northeast Water Purification Plant (NEWPP) expansion project is a progressive design-build delivery project to expand the existing plant’s capacity from 80 million gallons per day (MGD) to 400 MGD by 2024. The expansion project will help the City of Houston, the North Harris County Regional Water Authority, the Central Harris County Regional Water Authority,  the West Harris County Regional Water Authority, and the North Fort Bend Water Authority meet water supply needs of the region's growing population.

The design-builder on the project is the Houston Waterworks Team, which is a joint venture between CH2M and CDMSmith.

This presentation will provide an update on the expansion project and will provide information on the water treatment technologies implemented to treat Lake Houston surface water to achieve Safe Drinking Water Act requirements.

The water treatment process will include: chlorine dioxide for mussel and manganese control; alum or polymer coagulation / flocculation / sedimentation using inclined plate settling tanks for turbidity and total organic carbon removal; settled water ozonation for primary disinfection, taste & odor control, and filtration optimization; biologically active filtration for further turbidity and total organic carbon removal; free-chlorine / chloramines for back-up primary disinfection and distribution system residual maintenance; gravity thickeners for sludge thickening; centrifuges for recuperative thickening and sludge dewatering; liquid residuals equalization; and a high rate liquid residuals flocculation / clarification process to treat the liquid residuals prior to recycle to the head of the Plant.

Mr. Rogers has over 37 years of environmental planning, design, and construction related experience. He holds Bachelor and Master of Science Degrees in Civil/Environmental Engineering from Wayne State University, is a Board Certified Environmental Engineer by the American Academy of Environmental Engineers and a licensed Professional Engineer in six states. He is currently serves as the Engineering Manager for Northeast Water Purification Plant Expansion Project. He has served as the project engineer, manager, or technical advisor on over 50 water treatment plant expansion/rehabilitation projects across the United States; including projects in Columbus, Denver, Pittsburgh, Detroit, Bay City, Dallas, Houston, Odessa, Austin, San Francisco, Oklahoma City, Little Rock, Minneapolis, St. Paul, and Chicago, Quincy, Waukegan, and Evanston, IL.
